House Bill 1367 in Indiana is just the start of special interest groups, such as Hear Indiana, a chapter of AGBell, going after Deaf Schools and their outreach abilities. We need to stop this.
Call and e-mail to OPPOSE HB 1367. Use the list below to send your e-mails to legislators. A Script to use:
Dear House of Representatives,
I OPPOSE HB 1367. Please vote NO...
HB 1367 guts Early Intervention and Deaf Education Outreach from a proven NON-Biased, NEUTRAL Outreach center run by highly qualified, professional staff well versed in Deaf education... which is housed on the campus of ISD and replaces it with an unknown center manned by unknown people in an unknown location with unknown funding.
HB 1367 gives the Office of Management and Budget complete ultimate authority on all the details of this unknown center. OMB knows NOTHING about Deaf Education. This bill isn't about Deaf children falling through the cracks, parent choice or neutrality...this bill is about OMB's non-transparent agenda to gain full control of ISD's funds and full control over how children are served in Indiana through Outreach.
Peter Miller did a school audit on ISD last July and came out with a one-paragraph finding that Outreach needed to be revamped. There is NO official OMB report with data to justify such a move.
There is no ACCURATE fiscal analysis therefore giving OMB full reign to decide where to take the money from or come up with the money to fund such a center. This new center will cost millions. No details are available.
